In the 30's and 40's for testing different bullets, powder, primers, cases, ect. to find out which is the most accurate. Mr. Mann and Mr. Wheelen were famous authorities of accuracy in the United States. (the book on the springfield rifle by Brophy) there is a chapter on the Mann accuracy system and a picture of a barreled action just like this one. The two large cylinders on the barrel was positioned in a precision V-block. In which it was fired and after recoil pushed back in the same position in the V-block. This way there was no human element involved in the accuracy of the barreled receiver. This action is in 30.06 the barrel looks to be new.
